China-Canada Scholars Exchange Program Selection Notice

The China Scholarship Council (hereinafter referred to as the China Scholarship Council) will continue to send visiting scholars to study in Canadian universities through the China-Canada Scholars Exchange Program in 2022-2023 . The specific notice is as follows:

The selection of majors

Canadian Studies with a focus on social sciences and humanities such as business, economics, law, international relations, history, politics, sociology, geography, arts, literature in English or French, linguistics, education, communication policy, media studies, planning , science policy, social management, environmental studies, architecture and other related fields.

2. Selection Scale, Study Abroad and Funding Period

Scale of selection: 100 people per month (that is, the sum of the study period of the admitted students does not exceed 100 months each year)

Study abroad and funding period: 4-12 months

3. Subsidy content

(1) The China Scholarship Council provides one-time round-trip international travel expenses and visa application fees.

(2) The Canadian side will provide scholarship living expenses ( 2,200 CAD / month) and medical insurance expenses during the study period in Canada.

4. The recommended candidates should meet the following basic conditions:

(1) Support the leadership of the Communist Party of China and the path of socialism with Chinese characteristics, love the motherland, have a sense of responsibility to serve the country, the society, and the people, and have a correct world outlook, outlook on life, and values.

(2) Have a good professional foundation and development potential, have outstanding performance in work and study, and have the professionalism and sense of mission to return to China after graduation to serve the country’s construction.

(3) Have the nationality of the People’s Republic of China and do not have the right of permanent residence in Canada.

(4) Physical and mental health.

(5) Engaged in Canadian research (see selected majors for details), under the age of 50 ( born on or after January 1 , 1970 ).

(6) Those who have received the National Scholarship Fund to study abroad and have served for two years or more after returning to China can apply.

(7) The foreign language proficiency should meet the foreign language requirements for studying abroad funded by the National Scholarship Fund ( https://www.csc.edu.cn/article/1944 ) and the language requirements of the intended study unit.

If the foreign language proficiency does not meet the dispatch requirements at the time of application, if it is recommended by the unit, they can also apply, but they must provide the test certificate that can reflect their foreign language proficiency, such as WSK/TOEFL/IELTS and other test scores in previous years. If such personnel are admitted through the review, they must participate in the relevant language training designated by the Ministry of Education to study abroad personnel training department or apply for WSK/TOEFL/IELTS and other exams by themselves, and can only be dispatched after meeting the foreign language requirements.

(8) From higher education institutions or other research institutions:

1. They should be full-time, formal teaching or research staff, with a master’s degree or above, and should have more than 2 years of work experience after graduating from a master’s degree.

2. Academic level and the academic quality of the research program will be the primary criteria for selection.

3. Preference will be given to applicants whose research topics aim to promote mutual understanding between China and Canada.

4. Priority will be given to applicants whose research projects can have a wide impact in China after the applicants return to China, and their research results can be more widely disseminated in China by publishing monographs, publishing papers in famous academic journals, etc.

(9) From government, media and cultural organizations:

1. It should be a mid-level professional, with a master’s degree or above, responsible for management, policy development or decision-making and other related responsibilities, and have more than 3 years of work experience in the unit.

2. Be creative, innovative and pioneering at work and demonstrate outstanding leadership skills.

3. Preference is given to professional candidates in the following areas:

Public Policy Analysis and Public Administration

Economics / Finance / Banking

environmental protection



Public Health Policy and Administration

4. Preference will be given to those who are committed to promoting mutual understanding between China and Canada through their academic research.

(10) An official invitation letter from a foreign university or scientific research institution has been obtained (you need to contact yourself, see Annex 1 for specific requirements ).

5. Time arrangement

1. The online registration and application acceptance period is from May 1 to May 15 , 2022 . Each unit must organize the recommended person to log in to the national government-sponsored study abroad management information platform ( http://apply.csc.edu.cn ) to register within this period , and follow the “China-Canada Scholars Exchange Program Application Materials and Instructions” (see details for details). Attachment 1 ) Submit application materials.

After the recommender completes the online application, please combine the electronic version of the application materials into a PDF file, the file naming format: the applicant’s name in pinyin (last name and first name are separated, capitalized); email subject naming format: 2022 China-Canada Scholars Program + Name in pinyin (last name and first name are separated, capitalized), and send it to ca@csc.edu.cn before May 15 .

2. The application of personnel from colleges and universities is handled by the competent department of the school where they are located (please check the link for the list of colleges and universities: http://www.csc.edu.cn/article/1146 ); the applications of other personnel are handled by the relevant departments of the China Scholarship Council. Acceptance (please check the link for the list of acceptance units: http://www.csc.edu.cn/article/1145 ). All units are requested to complete the receipt, review and submission of online materials before May 20 , 2022 , and send the recommendation letter and the scanned copy of the list of recommended candidates to ca@csc.edu.cn .

6. Evaluation and Admission Arrangements (tentative)

The China Scholarship Council and the Canadian Embassy in China will jointly organize an expert review in June 2022 ; the Canadian Embassy in China will organize qualified personnel to participate in the foreign language proficiency telephone test in July 2022 ; the China Scholarship Council will organize an expert review in August 2022 Announcement of admission results.
